Crossing the Street in St Augustine

This is a pedestrian crossing on a beach street in St. Augustine.  The pedestrian sign in bright green should look familiar, so too should the striped cross walk.  All standard fare.  But see those orange things in a bucket on a post?

Those are flags.  For Pedestrians to wave as they cross the street so that they can be seen.  Seriously, folks.  The posted speed limit is 30mph, so not much higher than your average neighborhood street.  We have a problem.
